Asheville, NC (August 17, 2026) - According to local reports and police statements, a City of Asheville Water Resources employee was struck by a vehicle while working in the 200 block of Charlotte Street near Lennox Court shortly before 6 p.m. on Monday.

Police said the employee was working in a travel lane with traffic cones in place and was wearing a safety vest when a truck struck him. The impact reportedly threw the worker into the air. He was transported to Mission Hospital with serious but non-life-threatening injuries.

The vehicle reportedly continued along Charlotte Street after the collision and struck a sign at Charlotte Street Pub before leaving the area. Investigators later identified the driver as Jeffrey Flynn Allen, 39, of Weaverville. Police said Allen was operating a truck owned by a local business, which assisted investigators in identifying him and locating the damaged vehicle.

Authorities reported that a 4-year-old child was in the truck at the time of the incident. Following an investigation and consultation with the Buncombe County District Attorney's Office, Allen was charged with aggravated felony serious injury by vehicle, felony hit and run with injury, misdemeanor hit and run leaving the scene of property damage, misdemeanor child abuse, reckless driving to endanger, and driving while impaired. He was booked into the Buncombe County Detention Facility under no bond. The investigation remains ongoing, and the charges are allegations.
