Jacksonville, NC (September 03, 2026) - Manuel Vienes was killed Thursday while jogging along Rocky Run Road in Jacksonville, North Carolina, according to the North Carolina State Highway Patrol.

According to court documents, troopers reported smelling alcohol on Proctor. Troopers also said his blood was drawn.
Proctor was charged with felony death by vehicle, felony hit-and-run involving serious injury or death, driving while impaired, reckless driving, and failure to maintain lane control.
He appeared in Onslow County court Friday to hear the felony charges. As reported at that time, he was being held under a $50,000 bond set by a magistrate.
